지난 18일에 미 하원에서 이라크 파병 철군안에 대한 투표가 있었습니다.
결과는, 반대 403 찬성 3.
그런데 이걸 국내 모든 뉴스가 민주당 Murtha의원이 제출한 법안을 놓고 표결한 결과라고 전했는데 사실 그게 아니었더군요.
완전히 한 편의 코미디였는데 그걸 제대로 전달하지 않았답니다.
실은 민주당의 Murtha라는 의원이 이라크 주둔 미군을 "최대한 빨리(as soon as possible)" 철수하자는 의안을 제출했는데,
공화당에서 이걸 의제로 채택하여 토론하고 표결하는 절차 대신에, 도리어 엿 먹어라하고 자기들이 수정 의안을 냈더군요.
그러니까 Murtha 의원의 제출안은 아래와 같았는데,
"Whereas Congress and the American People have not been shown clear, measurable progress toward establishment of stable and improving security in Iraq or of a stable and improving economy in Iraq, both of which are essential to "promote the emergence of a democratic government";
Whereas additional stabilization in Iraq by U, S. military forces cannot be achieved without the deployment of hundreds of thousands of additional U S. troops, which in turn cannot be achieved without a military draft;
Whereas more than $277 billion has been appropriated by the United States Congress to prosecute U.S. military action in Iraq and Afghanistan;
Whereas, as of the drafting of this resolution, 2,079 U.S. troops have been killed in Operation Iraqi Freedom;
Whereas U.S. forces have become the target of the insurgency,
Whereas, according to recent polls, over 80% of the Iraqi people want U.S. forces out of Iraq;
Whereas polls also indicate that 45% of the Iraqi people feel that the attacks on U.S. forces are justified;
Whereas, due to the foregoing, Congress finds it evident that continuing U.S. military action in Iraq is not in the best interests of the United States of America, the people of Iraq, or the Persian Gulf Region, which were cited in Public Law 107-243 as justification for undertaking such action;
Therefore be it Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, That:
Section 1. The deployment of United States forces in Iraq, by direction of Congress, is hereby terminated and the forces involved are to be redeployed at the earliest practicable date.
Section 2. A quick-reaction U.S. force and an over-the-horizon presence of U.S Marines shall be deployed in the region.
Section 3 The United States of America shall pursue security and stability in Iraq through diplomacy."
그걸 공화당이 이렇게 줄여 버렸더군요.
"Expressing the sense of the House of Representatives that
the deployment of United States forces in Iraq be terminated immediately.
Resolved, That it is the sense of the House of Representatives that the deployment of United States forces
in Iraq be terminated immediately."
이라크 주둔 미군을 빨리 철수하자고 하니까 아예 아무런 절차나 안전대책을 세울 시간도 주지 말고 "오늘 당장(immediately)" 철수시키자는 의안을 내 버린 거죠.
공화당 딴에는 민주당을 향해 덫을 놓았고, 그러자 민주당 의원들이 덫에 안 걸리려고 하다 보니까 표결결과가 그렇게 나온 겁니다.
그러니까 민주당 Murtha 의원의 안이 아니라 실은 공화당 Hunter 의원의 수정안을 놓고 표결한 겁니다.
아주 코미디죠 ^^
그런데 그 표결 과정에서 더 웃기는 코미디가 벌어졌는데,
공화당 초선 여자 의원 Jean Schmidt가
(이 분 말씀하시는 거나 행동하시는 거나 완전 전여옥 여사 판박이더군요),
자신의 지지자가 보낸 메시지를 전달한다면서,
"Murtha 의원은 동지를 버리고 도망가는 배신자지만, 우리들 해병대는 절대 그러지 않는다."고 발언하자,
민주당 의원들이 고함을 치고 이에 공화당 의원들이 맞받아치며 난리가 벌어진 겁니다.
그런 소란이 자꾸 이어지고 공화당 고참 의원들마저 와서 뭐라고 하자,
이 의원님은 금새 사과성 멘트를 날리면서 자기 발언을 취소 했답니다.
우리에겐 아주 익숙한 광경들이지만 그래도 여전히 코미디는 코미디죠 ^^
